Dual lock is stronger but not readily available local home improvement or hardware stores anymore. The heavy duty velcro works fine for most applications and is much easier to work with if you change pedals frequently. I use 3m dual lock for a variety of purposes but my primary use is as pedalboard tape when making guitar pedalboards. Attaching structured surfaces using only black dual lock is a good way to attach equipment to the underside of a pedalboard frame. I unscrew the base plate on mooer pedals and flip it over. I use this heavy duty version of the dual lock product for attaching power supplies and other support devices to the underside of the pedal board. I doubt the adhesive is radically different between dual lock and velcro but the bond to the receiving surface is certainly stronger with dual lock.
